Nkule burns, with the Soul Gem revealing another Nkule.

After the first cycle, can burn the Edge for an additional three votes 
during the political action.

After having the Soul Gem, on some incarnations, Nkule will do some Scrounging 
to remove excess Soul Gems from hand and to enable the cycle to continue.
